CSTEC and the EU Delegation to China Visited Shanghai for Research through Horizon 2020

On February 19th, Dr. XING Jijun, Deputy Director General of China Science and Technology Exchange Center (CSTEC), together with Dr. Philippe Vialatte, Science Counsellor with EU Delegation to China, paid a research visit to Shanghai CAS-MPG Partner Institute for Computational Biology and Tongji University. The purpose of the visit was to promote the new EU research and innovation programme Horizon 2020. Mr. HAN Jingdong, head of CAS-MPG Partner Institute and Dr. WU Zhiqiang, vice president of Tongji University successively received the visiting delegation and introduced how they took scientific research and international cooperation.

Dr. XING Jijun introduced that the delegation intended to collect feedback from Chinese research institutes on Horizon 2020 and the new EU policy that provided no more funding to China. Dr. Philippe Vialatte gave an overall introduction to Horizon 2020, including the general rules, funding opportunities, and application and evaluation rules. On the issue of no more funding to China in general, the hosting institutes shared the concern that this might have a strong impact on the Chinese participation in Horizon 2020 and also the further progress of China-EU S&T cooperation. Dr. Philippe Vialatte remarked that he would pass the message of this visit to the EU headquarter. He also told the Chinese side that it would be possible to provide EU funding on projects that proved Chinese participation indispensable.

The visit proved a success as the Chinese research players not only demonstrated interest and competence in participation in Horizon 2020 but also revealed concern about the difficulties and obstacles. Dr. Philippe Vialatte remarked that this visit was one of the most fruitful and it seemed more visits were necessary to hear the Chinese voice better.
